Lodging Tax Advisory Committee

The Lodging Tax Advisory Committee (LTAC) reviews and comments on proposals for expenditures from the city's Lodging Tax Fund, also known as the Civic Improvement Fund.
The Civic Improvement Fund, created through a state tax on overnight stays in lodging establishments (ie., hotels, motels, and bed and breakfasts) provides funding for projects that will promote tourism and for the acquisition or operation of tourism-related facilities.
The six-person committee is required to include:
  • Two representatives from Bainbridge Island businesses which collect lodging taxes, and
  • Two representatives of businesses or agencies eligible to receive lodging tax funding as specified in RCW 67.28.
In addition, a Councilmember acts as chair (with another Councilmember acting as Vice-Chair in a non-voting role). 

Unlike other citizen advisory committees, LTAC members only meet during the months of September through November to review project proposals. The award process typically involves member participation in 1-2 orientation meetings in September, and then 2-3 meetings to receive and review proposals in October and November.

2017 LTAC Funding Cycle

The City expects to issue an RFP for 2017 projects in September, 2016. More information on the RFP, committee appointments, and schedule for review of proposals will be available in Summer 2016.

In preparation for the 2017 LTAC Cycle, the Washington State Auditor's Office presented a stakeholder workshop on May 11th. The presentation materials from that workshop can be viewed here.
