2013 Comprehensive Plan Amendment Requests

The application period for Comprehensive Plan Amendment requests was announced through the city's web page, digital distribution lists, and an advertisement in the newspaper of local record. The application period closed on February 28, 2013. The Planning Commission held a public hearing on the Comprehensive Plan amendment requests on June 27 and City Council adopted Comprehensive Plan Amendment ordinances in December 2012.
  
A brief description of the amendment requests processed in 2013 follows:
 
CPA18420 Non-motorized Transportation Plan
Submitted to the City's Non-motorized Transportation Advisory Committee. Amendments to the Non-motorized Transportation Plan (NMTP) of the Comprehensive Plan to add the concepts of "complete streets" and the "Sound to Olympics Trail" to the goals and policies. This amendment also proposed changes to Map D of the NMTP to modify or add existing and planned facilities. The following is needed:
CPA18503 Historic Preservation
Submitted by the City's Historic Preservation Commission. Amendment to the Comprehensive Plan Land Use Element Introductions and Historic Preservation Goals 1, 2 and 3 to reflect the existence of the Historic Preservation Commission, that the City is a Certified Local Government and to add a public participation goal to promote and recognize historic resources. The following is needed:
CPA18572 Business / Industrial District
City amendment to change the "Light Manufacturing" designation to "Business/Industrial" in the Comprehensive Plan and on the Land Use Map of the Comprehensive Plan, as approved in 2011 as part of the larger Land Use Code Update project. The following is needed:
 
CPA18573 Land Use Map Corrections
City amendment to correct 3 errors on the Land Use Map of the Comprehensive Plan. Adjancent parcels Property A (7561 NE Baker Hill Rd) and the southern portion of Property B (4565 Point White Drive) are supposed to be designated Neighborhood Service Center, instead, a portion of Property A and additional area of Property B are designed Open Space Residential (OSR)-2. Property C (5842 Main Street) is shown as having a split-shoreline designation of Semi-rural & Natural; it is supposed to be designated entirely Semi-rural.The following is needed

The applicant requests an amendment to the Land Use Map of the Comprehensive Plan, changing the designation of two adjacent properties from Open Space Residential (OSR-0.4) to Business/Industrial (B/I). The two properties form a triangle bounded by streets on all sides: Lynwood Center Road, Fletcher Bay Road, and Bucklin Hill Road.The following is needed:

The applicant requests an amendment to the Land Use Map of the Comprehensive Plan, changing the designation of a property located a 11055 Sunrise Drive NE from Open Space Residential (OSR-2) to Neighborhood Service Center. This amendment also requests changes to the introduction and policy NSC 1.5 of the Land Use Element of the Comprehensive Plan, related to expansion of Neighborhood Service Center areas. CPA13220B McNabb / Bainbridge Island Marina
The applicant requests an amendment to the Land Use Map of the Comprehensive Plan, changing the designation of two adjacent properties, from Open Space Residential (OSR-2) to Water-dependent Industrial (WD-1). The two properties are located at 4250 and 4200 NE Eagle Harbor Drive - only the southern portion of 4200 Eagle Harbor Drive is proposed to change - the northern portion is already designed WD-1.
