On Nov. 1, 2002, the Washington State Department of Natural Resources promulgated a new rule to allow residential uses on state-owned aquatic lands. The rule requires the identification of open water moorage area(s) for residential uses before Nov. 1, 2007.
The plan delineates an open water anchoring and mooring area within the Middle Harbor Zone for transient, short-term, and long-term use. It establishes anchoring and mooring responsibilities and procedures to be observed by transient, short-term and long-term vessel owners/operators. It also establishes provisions for citizens who choose to reside on their long-term moored vessels.
The City Council accepted the Anchoring and Mooring Plan in 2006 and is discussing options for the design of the open water marina. Once the design is chosen, the City will complete lease negotiations with the Department of Natural Resources for the marina.
