In 1998, the Harbor Commission was created as the official body of the City to act on all matters pertaining to the harbors and waters of the city. The Commission has the authority to develop and implement the harbor management rules and regulations adopted by the city council and to govern all harbors and waters within the city's jurisdiction, as authorized by RCW 35A.21.090 and 35.21.160 and as further defined in BIMC 12.40.010 (Ord. 98-52). In 1999, the Harbor Management Plan was finalized and released in January. The Commission consist of seven (7) members, appointed by the Mayor and confirmed by the City Council, who shall serve without compensation.
