About our Billing
Our Public Works crew documents your meter reading near the middle of each month. As a result, our billing periods run from the 15th to the 15th of each month. The information is loaded to our computers and reviewed for errors, excessive consumption, etc. We bill monthly and all bills are due at the end of each month. Penalties are calculated the first of each month and any unpaid balance is subject to a 10% penalty. We send our bills to an outside firm for printing and mailing. The bill you get the first week of each month is based on the consumption from the previous month.
About our Water & Sewer Service The city serves the Winslow and Rockaway Beach areas for water service. Wastewater from the downtown area is processed at our treatment plant on Donald Place. Wastewater for the LynwoodCenter area and South Island Sewer is processed by Sewer District #7.
If your consumption has gone up:
Please monitor your monthly use for unusual increases. We monitor huge jumps but a steady increase can indicate a leak. There is a leak indicator on your meter, please refer to our guide on monitoring your meter.

If you need to Open or Close an Account
Call our office at least one week prior to moving. We will schedule our Public Works crew to get a final meter read. This allows for proper billing based on the customer’s actual usage. If you have any questions call us at 206-780-8603.

Senior Citizen Discounts
If you are over age 62 and make less than $35,000 annually, you may qualify for our senior discount. The discount is 50% and also applies to low income disabled persons on our water, and sewer system. Please call to request a form 206-780-8603 or download it off the web site. You can also request one by writing a note on the bill stub you return with your monthly payment. For more information, refer to the back of your bill. Clic

ACH - Automatic Debit: This pulls your bill from a checking account on the 20th of each month. ACH Form

Usage: Per Family National Average The national average water use for a family of four is approximately 1000cf each month. Apartment complexes use about half that and a home with an irrigation system can use considerably more.
100cf = 750 Gallons
Average Bath = 50 Gallons
Average Shower = 20 Gallons
Rebates Available The city has a rebate for “low flow” toilets. If you are on the city’s sewer system and you replace a toilet installed before 1994, you may qualify for up to $100 rebate. (The date your toilet was manufactured is printed under the lid.) Please see BIMC 13.14.110, ORD 99-23.
Water Providers on Bainbridge Island There are over 100 independent water companies on Bainbridge Island. You may be on a community well or a larger system (no carriage return). The Kitsap County Health Department regulates all water systems. They can be reached at 800-739-6766.
